Abandoned rooster roaming neighborhood ☹️

This has been going on for quite some time now. No idea where he came from or how he got here.
I wish I could just adopt him and make him into a pet, especially now that I know that they make leashes and stuff for them!
But the crowing. If I took ownership, then the HOA would have someone to blame.
Poor guy has taken refuge in the branches of our crepe myrtle tree in the front yard.
My partner curses his existence every morning, and has to wear earplugs to get enough sleep.
I’m extremely worried about him (the rooster) even though he’s a survivor - he’s been making it on his own for at least a couple of months!
What can I do? I’ve called the local animal control, the audobon society, and several local farms, all with no luck. Nobody wants him, nor do they have any suggestions for placement.

A friend of mine in New Orleans had a feral rooster adopt her. She never knew where it roosted, but everyday it came to visit her dog. She caved and bought scratch for him, and trapped him in her garage during the last hurricane. He was gorgeous.

Do you think you would be able to catch him?

I have no idea. If I had a plan for what to do with him, I could try, perhaps with enticing food or treats in or near a crate, poor guy is probably hungry.

I found an exact copy of your rooster in my neighborhood. He was an escapee from a fight farm. I invited him into my flock of all girls and he has been great! He takes good care of his girls and we are all happy to have him.
