Aggressive hen& banty victim

I think it's off to chicken jail for my RIR.
She's been pinning down my banty when I try to re-introduce the formerly ill, and former top hen, the banty.
What is the significance of her pinning down the already prostrate banty? She goes down is submission, but that doesn't stop the RIR. Of course there has been comb pulling and worse, attacks to her face.
My gentle BA doesn't try to protect the tiny banty although they get along very well.
