Am I a boy or a girl?

This "pullet" belongs to my brother. He's afraid it's actually a cockerel. I think he said it was a Welsummer and it's maybe 8? weeks old.
What do you think?

He looks like the boy in my "babies" run, except his earlobes look to be white. If so, then I believe he would be a Brown Leghorn. Even though Leghorn girls have large combs, I said boy because he has a black chest, red splotches on his back and the start of saddle feathers. I would think he is crowing by now unless there is a dominant roo around.
