Any ideas if this RIR is a rooster?

This one has confused me. It is larger than the others, has very shiny neck feathers, but an underdeveloped comb??? It just seems different than the other chickens. Any thoughts would be appreciated.

It is a production red pullet. The tail feathers are round, with brown edges and dark interior field. Those are pullet tail feathers. The absence of a comb and wattles at this age also signify pullet.

Thank you! That was my initial thought, but I am new to this and needed expert opinions. Thanks so much. The hatchery hatch date indicates that she is 19 weeks old. Is it uncommon for her comb and wattle to be so absent at this age?

Looks like a pretty pullet to me.

Each bird matures as it will. It's fine. She'll blossom one of these days. As the days of darkness give way to more hours of daylight, she'll "finish up".
