Are chickens taking dust bath, or trying to make nests?

We have 19 Buff Orpington pullets and one rooster. They are 21 weeks old. They are our first chickens. The other day we noticed them doing some strange behavoir(The relevent hens are the ones lying down and maybe the flapping one):
Are they trying to make nests(We haven't gotten their nestboxes in yet), or are they simply taking a dust bath?

Yup, that's a dust bath. The first time I saw one of mine doing that I thought she was having a seizure lol
