Are most chain collars measured from end-of-ring to end-of-ring or...

...are they measured from the inside of the ring to the inside of the ring (not including the lengths of the rings)? I googled it and it looks to me like most are the inside, not including rings, although one place I found did include the rings.

Have any idea?

I never included the rings when i measured for one...
