Are these 2 roos or pullets?

Ok both of these 1 RIR and 1 Easter Egger are 18 weeks old. They both are larger than my other 4. Neither of them are crowing or even trying to. But the RIR has started trying to mount one of my barred rocks. I have read that a dominant hen will do this so I am still questioning. They don't really act like I've read Roos act. None of my girls are laying yet. They were all supposed to be pullets. I edited to show some pics of the rest of my flock for comparison.

They both look like roos to me. The EE is the only one I think MIGHT be a pullet.
The RIR is a roo though. My girls are 18 weeks and they look like this.

Yep, both roos that apparently don't like each other.

Thank you for the info! I keep waiting hoping that the white one is a pullet but I've had serious doubts about the RIR. It will be a hard choice to pick which one to get rid of if they are both boys. They are both friendly.

You can stop hoping about the EE. It's 100% definite cockerel. The fringe of saddle feathers hanging off his back are the clincher.
