Baby chick pecking herself?

So I have a new batch of baby chicks. The old batch was quite vicious towarsd a Polish, so the Polish got moved with the nicer chicks. She was pecked quite badly already, and her neck is almost 100% bare. Thankfully, the new chicks don't harm her, but now I've noticed that she pecks herself on her neck and back?! What should I do? It definitely won't heal if she keeps doing that.

EDIT: Also, she isn't really sleeping, especially compared to the other chicks.

Well older chicks don't sleep as often as younger chicks. If she has rlfeathers or fuzz coming in, she might just be really itchy

Well, she is actually a day or two older, but she is smaller because she was shipped, and didn't eat for a few days. So for all intents, I guess we can consider them the same age.
