baby chick with no feathers not neck

We recently bought 7 chicks. They are a month old now, and noticed that one was loosing the down on the back of her neck. So we have been peeking in on them a little more, and finally noticed another one pecking the back her neck. She didn't seem to mind, she just sat there. Is there a reason they may be pecking at the back of her neck? Should I seperate her from the other six?

Well, I would seperate her (SO SHE WONT LOSE ANY MORE FEATHERS) and bring along a nicer hen with her for company...maybe the other one is pecking her out of a habit, or maybe it's the pecking order???
