Baby chicken can't walk and has a lump on it's neck/head

This baby chicken was born 9 hours ago, it is unable to walk and it has a large lump on its neck/head. It will only lay down on it's back or sides, also it's feet do not open up and sometimes it's legs will kick around. What is this and is there anyway to save my baby chicken?

This blood lump looks severe and painful.It must be some development issue.Take it to the emergencies or vet right away or else there’s 0% chance to survive
