Our friends got all pullets 3 weeks ago and one of them has a short tail and wing and smaller than the other hens and were worried of its a rooster or a hen is there a problem with the hen growing more slower than the other ones or its a rooster?

Cockerels tend to grow in feathers slower than pullets :)

The rate a chick feathers in usually is not an indication of gender. I've had cockerels that were the first chicks feathered in, and I've had pullets that were very slow to finish feathering.
