Three have hatched perfectly so far out of the 15.
This one seems to be more tired as I can see it breathing pretty hard. And the pip seems to be a LOT lower than the others. Advice?

It's fine so far, when they pip on the wrong end, they need some extra time to hatch.
Normally they pip into the air cell and breath the air there before hatching, when they pip at the wrong end, they are getting fresh air right away. Sometimes it doesn't motivate them when they aren't running out of air, but eventually they won't like being confined and will have the yolk sack absorbed, then they will finish hatching on their own.

Is it okay that he's Had absolutely no progress 12 hours now since first pip? The egg next to him in the photo just hatched completely. I can see him breathing hard. Hear him chirping and sometimes it looks like he wants to come out but almost like he can't.

When they pip at the wrong end it is like internal and external pips together. It will take longer to hatch. Be patient to make sure it absorbs the yolk sack before it comes out of the shell. Look for the article on assisted hatches while you wait

If you want to open the egg a bit more you can, just stop if it starts bleeding.
You can open the egg bigger and see if it will push out on its own.

I may try this. Chick still hasn't progressed. Chirping less, almost like not able to chirp but beak making motions.
I would wait. The internal to external pip can take 24 hrs while they absorb the yolk and veins. External to hatch can take 24 hrs. So a pip on the wrong end that is like both can take 48 hrs to hatch. I have had quite a few do it and all hatched fine. Most times they don't take that long but expect at least 24 hrs but up to 48.

When they pip the wrong end missing the air cell you need to add that 24 hours to the hatch
Most don’t do a thing after the first pip for 24-36 hours.
My little one that bruised the wrong end took 52 hours to hatch
She still had a little yolk that took another 2 hours
Don’t rush this baby
It has a hood hole and is getting air
Most wrong ends can still zip themselves
If after 48 hours there is nothing then you could start to try to help
There will be lots of veins in that end you need those to absorb
