bantam breed and gender???

So I just got this little one on Sunday I'm thinking it's a roo, but not even sure what the breed is to even try to figure it out on pictures! About 5 months has not laid an egg to the lady's knowledge and has defiantly has not crowed yet.

It looks like a D'uccle and he's a rooster because of the streamers and saddle feathers
