Barred Rock hen pecking

I have this problem that started about 2- 2.5 months ago, one of my barred rock hens started pecking the others butt, enough to make some bleed, it stopped, but noticed today it started again, since they are meat birds also i was thinking of just culling the one doing the pecking. But ive also been told it can be a neutrient deficency, what do you think?

add extra protein to their diet, and some electrolytes & vitamins in their water.
try throwing an extra handful of scratch in the coop in the afternoon.
Flock Blocks, hanging cabbage, toys, etc will help with boredom.....
