Barred Rock Pullet or Cockerel? 4 weeks old

Hi! I'm a first time chicken owner. I ordered 6 barred plymouth rock chicks from a hatchery. They were supposed to be females, but I have a suspicion that Cher may be a cockerel. They are 4 weeks old. If she is a he, I have to get a permit for him in my neighborhood, so I'd like to know as soon as possible. What do you all think? Thank you!

Haha that's Madonna! I'll have to think of some new names if so lol. Her legs have been dark from the start, but Cher's have always been light.

I hope so! We have over 2 acres of land but we do have neighbors. I'll talk to the town and fingers crossed we'll be approved.
