Black Sex-link Mislabeled? Pullet or Cockerel?

We adopted two black sex link pullets from someone who simply had too many chickens. She bought them from Tractor Supply, and thus they should be what they said they are. The chicken in question is all black and has no red coloring. She does have a tiny bit of white on the very tip of her wings, but that is all. (It is so small that you can't even see it unless she is flapping her wings) Her face is more red than her sister's, and her tail seems to be turning down. I have heard of all black female sex link hens , but the difference in face and tail is worrisome. She has yet to make much noise, crowing or practice crowing. They are both 10 weeks old. What does everyone think? We are not allowed to have roosters, so we are keeping our fingers crossed. (Sorry that some of the pics are not high definition)

Sadly TSC is notorious for misidentifying birds.

The breed difference is no problem :) We just need her to be a hen. Do you think pullet or cockerel? I can post better quality pics if you think you might need them.
