Black spots on comb. What is this? Should I be concerned?

The spots themselves are not serous. But they look like mosquito bites to me and misquotes pass chicken pox and a host of other diseases on to chickens.

It has been so dry this year the mosquitoes are hardly found but we do have an extra load of biting flies this year. I've been spraying the dogs' ears everyday but did not think to put anything on my chickens. What product would be safe to put on his comb? Can I use Swat Fly Repellent? I don't want to spray mist that would get in the eyes or respiratory or harmful through skin absorption.
