I have a leghorn mix pullet that was born blind and is about 4 months old. She is terrified of anything that touches her head besides a human hand. All of her brothers are getting to that age and starting to neck grab and she gets so scared she runs full speed into everything. I'm scared she'll either have a heart attack or break her neck in one of her freak outs.

It would seem humane to place her in a separate pen away from the cockerels.

Agreed. Move her with a pullet buddy, or move/rehome the boys. She's already at a disadvantage, with not being able to see. Those cockerels are either going to pester her constantly or cause her to injure herself.
