I agree that by 7 weeks, roosters usually have much larger combs.

I'd watch it. I think it probably is a pullet, but it is possible that it could be a slower developing rooster, although bantam Cochins usually telecast pretty obviously by 7 to 8 weeks. However, some mature more clearly by 3 months.
