Blue laced red (splash) roo?

Agreed. Also, to me, he does look like blue laced, not splash - most of the splash laced I've seen look like white laced red, and he's got a bit of blue showing. Pretty boy
 
It looks like a splash cockerel to me-the darker gray/blue around the neck is typical for them. He is light colored also(not to mention the single comb)-Hatchery stock?
 
I bought him from a small chicken breeder in norco, ca. But yes, his birds are (mostly) not show or proper breeding quality. He does also have a single comb. His coloring confused me, I know his red is too light, but people can't agree if he is splash or not. Is splash a light blue or white? They are my "pets" and I will not be breeding them. Living in the city I will have to rehome any roosters. Lucky for me my local feed store will help me to find him a new home. Sad to see him go! Thanks for helping confirm what I already knew! (Sigh)

The splash color varies from bird to bird, and is difficult to explain. But the basic splash color usually includes a light greyish blue or white, with darker spots scattered throughout.
