breed and sex of chickens

Can someone help with what breed these are and is red a rooster?

If so, your neighbors shouldn't have veto power over your legal use of your own property.

One is a cockerel and I wouldnt worry to much about getting rid of him once they hit puberty they overbreed hens so your hens will thank you without a rooster.

county allows up to 5 hens, but no roosters due to houses being on less than an acre.
