My partridge silkie hen has just hatched two of these. The father is either a black cochin (someone gave to me) or a buff silkie. Many, many silkies have come through my place and they all have had black beaks. Does anone have insight as to where the yellow beaks came from.

I think you have something wrong with the suspected parents.
They sure aren't from a partridge silkie Xs buff silkie.
Also don't believe they're from a silkie Xs black cochin. That cross would produce black or mostly black chicks.
Neither even look to be silkie at all.
I'm confused how they could be from any of the birds you mentioned.

How funny. silkies are all I have in that yard with the exception of the gifted black cochin

Well its obvious they're not pure silkie chicks.
The "black cochin" isn't a pure cochin. Its a mix breed. He is also not pure for black so everything's up in the air for him. No telling what genes he can be passing to offspring.

He appears to have some silkie in his background as well. And @The Moonshiner is right, he is not pure black.
