BSL chick with naked neck - later bloomer? PICS

I received my day-old chicks on 06/04 and all have done really well. They are all eating, drinking, pooping, etc. They seem pretty happy. I just moved them into a larger area and they're enjoying it. I haven't seen any of them picking on this one chick or any real 'fighting' for first place yet and no signs of illness. Is this chick just a late bloomer or do you think this is a problem that I just can't see? She's the only one that hasn't 'filled out.'

i have a chick like that. only, i think mine is a mix between an orp and a turken. though im not sure(hatched with a bunch lol) sorry im not much help lol.
