Buff Orpington or something else??

This is Pepper, she's a new girl we got as part of a group. We were just wondering what she is. There's a similar looking hen in the group that's the same color but no black on her neck. We believe the other one is a buff Orpington. We also got a really lovely Rhode Island hen and a pair of Salmon Faverolles.

The bottom half of her looks Sort-of like Orpington, but the top feathering makes me think EE too!

Mixed breed, not seeing any EE. Going to guess a brown layer, could potentially have Orp in the mix due to white skin
