Bumblefoot?

My wyandottes foot has a weird bump on the toe, it has a scab so I am assuming bumblefoot. Her scales also do not look healthy.

I'm no expert, but that doesn't quite look like bumble foot to me. or at least not yet. when my rooster had it the scab was very dark, almost black, so I don't think that's what you have here. though it wouldn't hurt to do the treatment for it anyways, just in case.

I soaked her feet in Epsom salt then put Neosporin on them, is that ok?

yes, that's great, I would just keep doing that and see if the bump's swelling goes down.
