I have a pair of barnevelder, hopefully pullets. One has double lacing on the breast, the other doesn’t. One has brown feathers growing on their neck, the other has very few of them. However, neither have thick legs, rooster saddle feathers, and they are both about the same size, and and are very small in comparison to the confirmed cockerels. The biggest thing in my opinion is the fact that both of them at week 16 have very small red combs with itty bitty little wattles.
Are they both pullets, or is there a cockerel? By what age should they have big red combs by? I’ll send pics in a sec.

Likely pullets. They are a fairly slow maturing breed and IMO, the roosters' combs aren't all that large.
Here are a bunch of pictures for you.
