Can you redisbud a 5 week old buckling?

I'm pretty sure my buckling was disbudded in the wrong place and now I am feeling knots in front of his scabs. The breeder seems unconcerned but they are growing a little more each day to the point I'm sure it's his horns...nothing has broke the skin yet but he scratches it all the time so I'm sure it won't be long. What would be best for me to do in this situation? By the tool and do it myself or is it too late?
 
As long as they are not too big. He can be redone. But do it ASAP. I have had to touch up a few of mine, because I am new at it.
 
They are about as big as my thumb nail and stick up less than half an inch under the skin. It will take a few days for the tool to arrive in the mail. Will it be too late then do you think?
 
Do you do as you would if it was his first time?
 
Thanks!! I actually had to take my dogs to the vet today so I asked him did he have any experience in this. He actually used to raise goats and disbudded all of theirs up until about 5 years ago so since I don't know what I'm doing I'm going to take him to him to disbud.
