chick in incubator eating the eggs shells

3 chicks have hatched and they are eating the bits of eggshell in the incubator ones been in their 24 hours, the second one has been in there 12 hours they are both dry and fluffy and by the looks of it hungry. The third one hatched a few hours ago so is still wet. I also have 2 eggs that are pipped but made no progress in the last 12 hours.
Would it be safe to remove the 2 dry chicks and put them in the brooder now?
We are coming to the end of day 21 now.
 
I just went to move them and one of the eggs that had pipped has started zipping so going to wait until he's finished zipping before moving the dry chick
