Chick pecking others beaks, is that bad?

Hey! So we finally got chicks! 11 of them to be exact. They all get along nicely except one chick bites the others beaks, as in it holds on until they pull away. Is this a dominance thing or a stress thing? They only just arrived so they haven't settled down yet. They are running around the brooder so they have enough heat, and there is no draft where they are. They all know where the food and water is, both are away from the heat source, without being too far away. They are golden comets (gold sex-link) if that makes a difference.

    Thanks a million!

I think of it a little bit like street-rules-basketball: no blood, no foul.

    Yep, no blood no worries!

Just wait till you hear some screaming to find one chick is holding another's toe, and dragging it around the brooder like it's got a treat.

They are small but tough buggers.
