Ok so I ordered Rhode island red and they are 9 days old today. I ordered 3 roo to account for losses but have not had any :) . Currently there are three in the batch that have no tail feathers coming in but all the rest have about an inch long feathers. Is it safe to say that those without feathers are my roos?

Yes the roosters will feather out slower when chicks.
