Chicken laying eggs

It's been over 21 days and my chicken eggs haven't hatch she layed them on the dirt and it's been raining so there muddy does that effect it?

Has she been sitting on them or are they in an incubator? If the temperature is a little low they can hatch late. Have you candled to be sure they were fertile and developing?
