A popular, upper middle-income suburb of Chicago, Naperville is situated in the formerly agricultural DuPage County. In the past 20 years nearly all agriculture has been squeezed out of this area by development, but pockets still exist of mainly horse property. The population is an interesting mix of longer term residents who still may have memories of agriculture and open space and newcomers who have moved from the city (and think of this area as only a city).
I hope this information helps any other community that is looking for change or clarification in their ordinance.

As an update to this thread, I've included a quote from one of the council members regarding chicken ownership. I feel this is important in that it gives insight on what some people, including people in power, will tend to believe without educating themselves.

It begins with one council member commenting that she would prefer having chickens next door rather than barking dogs. Then the reply:

"But Councilman Bob Fieseler apologized to Laird’s neighbors and said dogs would be more tolerable.
“They obey commands, they’re domesticated, they’re meant to live with people,” he said. “Chickens, they’re an agricultural commodity."

I'm confused. Aren't chickens domesticated and meant to live with people? Mine also follow commands (well, better than some dogs I know).
