chickens keep leaving my backyard

2 of my 4 chickens are constantly flying over our 4 foot high chain link fence and going into the neighbors yards as well as the alley behind our backyard. I do not want them to do so because I don't want angry neighbors and I want them to stay safe, but I don't know how to keep them in. I have clipped their wings but somehow they can still get over. Both of them are leghorns (california and barred) so they are pretty small but not quite bantam size. My other 2 are an easter egger and a buff orpington making them too big to be able to get over the fence. Any suggestions to keep them contained?
 
My suggestion, I would add more fencing to raise the height up to a minimum of six feet. My run is eight feet and covered with a net and I've seen some of my three month old chicks fly up at least six feet high.
 
Build them a covered run. If you're not concerned with predators, even something like bird netting over the top will keep them in.
 
sorry for not replying, I was busy. Roosters are illegal where I live so I just might have to put them in a run :/
 
Where we live, we have to put them up in a run. Too many predators. I will let 2 or 3 freerange at a time under close supervision with a high powered air rifle and a beer. (Notice I said "A" beer) I do not advocate drinking and air rifles.
