Chickens okay, but no roosters, no coops (Spotsylvania County, Virginia)

I just got a reply to my email to the spotsy zoning office.... this was the reply to the coop question:

Chickens are allowed in Chancellor, Courtland, Livingston, Salem districts only and any lot zoned A2, A3, RU or RA with lots size over 5 acres. Coops are allowed and require a permit. I have attached a chicken packet that includes coop application, ordinance and best practices for the keeping of chickens. If you need any further information please advise.

If anyone has other info... I.E. I was led to believe that they were now allowed on smaller lots.... Please post a link to a good source of info. Thank you.
 
Egg laying hens ARE allowed in smaller lots now.
