Chicks slow and tired

My chicks were very quiet and they were sleeping this thier heads on the ground as the looked dead. Thwlen when I turned on the red light they instantly shot awake and was moving around. Is this normal behavior?
 
it's been getting into the 100 outside and to the 90s in the house and they were starting to pant with their heat lamp on so I turned it off.

I use reptile night bulbs in different wattages to control my brooder temperature more accurately than just raising and lowering the 250w monster.

I would if I could, but these are bantam their still pretty small...

At a month old my New Arrivals were off heat outside in 45F overnight. If your chicks are well-feathered they ought to be fine.
