Cinnamon Queens and Gender

I have two cinnamon queens from Tractor Supply that are 3 weeks old. The one on the far side and the one closest to you…both with arrows. The one in middle is a Welsummer. The farthest one is super aggressive and flies right at you when opening the brooder, pecks everyone (human and other chicks), and seems to be a big bully. It’s also the one I fear is a roo based off the comb. Both don’t have tail feathers yet so I don’t know if that is a determining factor with this breed. Thoughts???
