Cooper Hawks in PA

Hello- I'm wondering if anyone has any ideas for a good hawk deterrent for my free range flock. I've never had hawk problems in the past- but this is my first time raising them in PA. I'm fairly certain it's a Cooper's hawk and this things isn't scared of my big dogs running around or cat. I've even got pretty close to it before! Are owl decoys helpful for anyone?

Owl decoys may work but hawks are smart so you need too keep moving them around so they don't think that the won't move if they attack. I've heard of putting up cd's and the reflection would scare them but that didn't work for me i had three chickens taken right under the cd's.
