Could this be a sexless silkie? Gender help please!

This is Mr. Peepers, named so for the adorable sound he made as a baby. He/She is about 8 months old now and has never laid an egg or made a single crow. What gives? Shouldn't one or the other have happened by now? Mr. Peepers was the runt of the flock because we acquired him as a chick when all the other birds were mature, so he is standoffish with them. He mainly hangs out on top of the nest box all day, not foraging around with the others. Lately He's been a bit confrontational with the other birds. Any ideas?

Boy. sickles(silkie style) and duckwing patch on wing are dead giveaways. Not crowing much probably due to not being very dominant... yet.

Mr Peepers is a rooster. If you have another rooster/roosters they are probably subordinating him - or he might just be slower maturing.
