2.5 week old chicks from Meyer hatchery. One is a Welsummer and the other should be a Cream Legbar. Any idea who is who? Probably too early to tell sex, right? Thanks!

Both look like pullets.
No comment on which is which. They both look a little different then either breed compared to what I've had.
Does either have anything resembling a crest coming in?

No crest yet but that should be coming through soon. I guess we will wait and see. Thanks!

Welsummer is duckwing with mahgony and Legbar should be duckwing with cream so the Welsummer should be darker and Legbar lighter.
Welsummer will have red lobes and Legbar will have white lobes but that will take a little longer to show.

Your cclb should be getting a small crest soon, will make it easy.
I'll post a picture of each breed from my own past clutches, but it may/may not help.

2020 Welsummer from ideal hatchery (day of hatch-I picked them up.)
Based on my own experience, which isn't much, I'd say the first one is a legbar.
