I haven't had it in my flock, but I give them raw garlic as a rule. Chronic respiratory disease, or any respiratory issue, finds it hard or even impossible to counter garlic's effects. I would guess you've either got some serious irritants in the area, disease, or a deficient diet lacking the ability to support total health --- or, probably, all three. Definitely disease is the best bet for a diagnosis.

I would personally take any long-standing issue to mean their health is low; if it's chronic, their immune system is not functioning properly, and diet underpins the majority of all issues. The cheapest diet leads to the most expensive disease in a lot of cases, and I figure you may as well put in a little extra to begin with rather than try to put in a lot later when it's often futile by that point. You can't backlog health like that. But, contagious diseases get caught anyway, especially if you visit other people's poultry like at shows. Best wishes with tackling your issue.
