Day 30 and only one duck hatched

Please help I have two duck eggs started hatching on day 29 and is fully out and doing great! My other one has not piped through yet and it’s day 30, but is still moving I’m worried that he is stuck and not able to hatch what should I do? I don’t want him to die because I didn’t assist him that’s how I lost the back chick last week it was so sad. Here is a video that may help.

He seem to be one side of the egg and the bottom of the egg is looking clear fluid like.
 
I can't tell from your picture if it has internally pipped or not. If it hasn't there's not much you can do but wait.

There's a lot of room left in that egg. I'd say it's a week behind the one that hatched.
Okay thank you I didn’t think that was possible because they were put in the Incubator at the same time. Should I turn him and when should the last turn be do you think? He is active with I could show you the video it shows a lot!

I would stop turning and keep humidity at 45-50%.
Some incubators have hot and cool spots. It's alive but definitely behind. You can check once a day until it internally pips and then you can raise the humidity to 65% or so.
