Do people who can't keep roosters ever take their hens to a farm or something that does have a rooster for the purpoes of ferilization?

You COULD, I suppose, but people generally don't because of worries about disease and contamination.... Although that info I read when I was reading about taking a rooster to the hens. I dunno.
