I'm not sure "domestic" ducks can fly. Seems to me they'd take off come wintertime up north wouldn't they? My point being why would you need a license. Though I suppose the catalogs would require one to order them wouldn't they?
I think domestic mallards are supposed to have a hind toe snipped off at birth to ID them as domestic birds. But I don't think you need any sort of paperwork to keep them.

FL requires one as well. You need to contact your state fish and wildlife office for info on if you need any permits, what birds you need one for (mallards, wood ducks ect) and the cost and requirements.
