From what I know, which isn't much, the Storm Wigeon isn't a phase, its coloring that is unique to that bird. They are not common enough to do research on whether or not Storm Wigeon have offspring with the same coloration. If there are some in captivity and this knowledge is to be had, I would love to know it too! But thats what I believe! Good luck and let us know if you find one!
