Does my duckling need help

Hello my two ducklings started hatching this morning im not sure what time they started when i woke up at 6 they had already been hatching one has made a hole and keeps sticking its bill out and lools like its breathing quite heavily but it hasnt stopped moving so i think its just panting from trying to hatch the other egg has a few cracks were it is trying but seems to have gone very still and hasnt made any progress for the last 7 hours i can hear one peeping but cant tell if the other is peeping im abit worried i read that you mustnt help for 18 hours and read the assisted hatching guide which says they do take a long time but the one that has got the cracks is not making much progress and i think its quiet what should i do the temperature was 38 and then lowered at lockdown to 36.5 if they are struggling i dont want to make the awfull mistake that they dont need help then one of them dies
