I looked at what I believe to be Lincoln's current Municiple Code. It does not match the article on this city's policies. I believe it has changed in some form as it states that for lands 1 acre or less, Chickens ducks or other fowl weighing 3-5lbs range at a minimum of 3 and a maximum of 20. Does this mean that having more than the previously established two is allowed? It's rather confusing to figure out given the pretense of the two hens rule and reading through the current code.

It's under the sections Animal Control Regulations, then, 6.04.040 Pigeons, Small Animal, and Fowl Permit Requirements.
