Dog forgets why she wants outside

Hello,
I have a 13 year old dog that, when she wants to go potty (she's trained to 'tell us'), and we let her out, she sniffs around for a couple minutes before laying on the front porch right in front of the door. She diesnt go potty. Once we let her in she wants back out after 5 minutes or so.
Is it because she's old or..?

Senile? Problems with bowel or urinary tract?

Could be she isn't feeling well. A trip to the vet may be in order to check her out.
