Down nitting under wing?

I'm new to raising chickens, so bear with me.

Cornish Cross... about 11 days now. Of the nine, three keep using their beaks to scratch under their wing(s). I checked one and found 4 nits of their down matted together. It seems to be quite uncomfortable for them and at least one chick without the problem started pecking one with it. Not sure what's up.... does this sound familiar?
 
It sounds like it's just them getting dirty and there feathers getting goop on them in the process

. If you want you could clip some of the matted down off so it's not bugging them all the time or you could take a wet cloth and wipe the down until it's clean. Other than that I don't think that it would affect them
