Draft city ordinance in South Saint Paul, MN

South Saint Paul is proposing a new chicken ordinance (http://www.southstpaul.org/DocumentCenter/View/1133). It has a provision where the city will send a notice to all of the neighbors and if one complains, then the license will not be granted. Is this in typical ordinances? It seems odd to me that anyone can get a yappy dog, but can't have hens if a neighbor doesn't like it (no roosters are allowed).

A second provision is a maximum of 20 licenses in the city. A third proposal is that the coop needs to be taken down in 90 days if there is not a license.

Are these typical provisions?

They already took down the stock yards years ago. Maybe they want to relocate the capital to Raymond street. I would look better on a hillside anyways. Remember that elections have consequences . You know the kind of local government you have.. Maybe if enough peeps show up to the town meeting things can be worked out. But I doubt it. JMO
