Duck panting when not hot?

Its 70 degrees out and there’s a nice breeze. It’s actually pretty chilly.
But mother duck and some babies are panting? Rather heavily too?

Something might have scared them?
Do they have access to fresh water. Mine sometimes pant when food is clogging them up because they don't have water .
